MOBILITY. The Queen of Efficiency Plan.

Operacion-salida-trafikoMobility measures focused much of the role of the Plan and Energy Efficiency Savings approved by the Government 1 year ago.A good moment to review the evolution os its most important point:
Starring the pilot project of introducing electric vehicles in collaboration with the Autonomous Communities and Local Government, aiming to demonstrate its technical feasibility and economic energy. This project, agreed with the automotive sector, would target to have a million electric and hybrid vehicles by 2014, giving priority to internal production
The General Administration, set as exemplary action, by 2009 a target of at least 20% consumption of biofuels in public vehicle fleets, 5.83% of automotive fuel consumption in 2010, also being pursued to achieve the 7% for 2011. It is on the run.
El Plan VIVE measure, which would run until ending 2010 and whose expectations were to renew 240,000 vehicles more than 15 years old. In this chapter the evolution of the plan is not even remotely approaching that goal.
Vehicle manufacturers were agreed  to inform consumers on emissions and energy consumption of all vehicles, through a comparative energy label. These data are already part of most data matrices reported in specialized magazines.
It remains in effect pending negotiations with the European Investment Bank for a specific line of funding to support a larger number of sustainable urban mobility plans and, thus, making it easier for municipalities to improve their public transport systems, or buy efficient vehicles.
There is no doubt that progress has been achieved on the requirement for Telecom Operators to ensure mobile coverage in the underground network of all Spanish cities, although there is not complete yet.
It has also grown in the promotion of urban transport by bicycle, by agreement with local authorities, supporting the establishment of systems for public use bicycles and bicycle lanes in urban areas. However, the spanish citizens culture does not help to go beyond.
Development of Public lanes in major cities will be launched at the 2012 horizon lanes for public transport of passengers, called BUSVAO,
This measure is risky on the impact it provokes on the individual particular traffic if not managed with some flexibility depending on peak hours.
Ii is also “in the air” the commitment of the General Administration to agree on plans for mobility of employees from the centers with more than 100 workers, setting, bus routes depending on the homes of workers. This measure might be inoperable, if the recruitment of workers does not establish as priority, “a short radio address”. Obviosuly this is not always easy o neither convenient.

This rapid status evaluation reflects how some measures have been put in the game successfully while others are very far to get its objectives. Lets go on working
